This pull request updates the netlink-packet-route dependency from version 0.27 to 0.28.0. Since the rtnetlink crate re-exports netlink-packet-route, any breaking changes in this dependency will also be breaking changes for rtnetlink. For crates with a 0.x version, a minor version bump (like from 0.27 to 0.28) often includes breaking changes. If this is the case, to follow semantic versioning, the rtnetlink crate's version should be bumped from 0.19.0 to 0.20.0. Please consider also updating the crate's version in Cargo.toml as part of this PR if the dependency update is indeed breaking.
